New regulatory framework for Russian design practice
The entry into force of SP 513.1325800.2022, GOST R 56731–2023, GOST R 58387–2024, and GOST R 71447–2024—the standard regulating the methodology for on-site control testing of anchors—effectively introduces mandatory confirmation of the characteristics of all used anchors through both a technical data sheet and on-site testing. Without this, the calculation will not be accepted by the state expert review.
What has changed for the designer?
SP 513 becomes mandatory from January 1, 2024
From this point on, all design solutions for anchoring to concrete must be developed strictly in accordance with the requirements of SP 513.1325800.2022. This document defines both the general calculation principles and the conditions for confirming the load-bearing capacity of anchors.
A clear distinction is made between anchor types:
Mechanical anchors are subject to evaluation according to GOST R 56731–2023
Adhesive (chemical) anchors are subject to GOST R 58387–2024
This means that testing methods are now strictly differentiated.
A technical data sheet is a mandatory calculation element!
Any anchor embedded in a supporting structure must have a data sheet confirming compliance with current GOST standards.
Without such a document:
It is impossible to correctly justify the design resistance;
The project will not pass state review;
Construction may be suspended during the verification phase.
On-site testing is a mandatory step in confirming the reliability of anchor fastenings.
Under the current regulatory framework, on-site testing of anchors is essentially mandatory and serves as a control check of design solutions. According to established practice for state expert review, the results of calculations according to SP 513.1325800.2022 must be compared with the data from full-scale tests conducted in accordance with GOST R 71447–2024.
The purpose of such tests is to confirm in practice the load-bearing capacity stated in the anchor's technical data sheet and used in the calculation.
Tests are conducted on a real object, with a subsequent report documenting the following:
Methodology and conditions;
Measured failure loads;
Nature of failure;
Conformity of the results with the calculated values.
Only if full-scale tests confirm the theoretical calculation based on the data in the anchor's technical data sheet is the design solution considered valid and approved for implementation.
Practical conclusion:
When selecting an anchor for calculation, a designer today must not only determine its type and characteristics but also ensure the availability of a complete package of supporting documentation, including:
Product datasheet with a reference to GOST R 56731–2023 or GOST R 58387–2024;
On-site test data;
Information on the anchor's applicability under specific conditions (humidity, aggressive environment, seismicity, etc.).
elementa anchors — a ready-made solution for calculations according to new regulations
elementa mechanical and bonded anchors fully comply with current regulations. The following is available for all products:
Technical datasheets confirming compliance with GOST R 56731–2023 and GOST R 58387–2024;
Calculation data prepared in accordance with SP 513.1325800.2022 methodology;
Supporting documentation, including the option to organize full-scale testing in accordance with GOST R 71447–2024 upon request from the customer or regulatory authorities.
This allows the designer to use elementa anchors without the risk of calculation deviations and with confidence in compliance with current technical regulations.
